Literature review concerning effective commissioning to achieve 18 week pathways
The NHS Institute for Innovation and Improvement was sponsored by the Department of Health to design support interventions for commissioners in order to promote and accelerate the achievement of 18 week pathways described in the 2004 Public Service Agreement1. This agreement identified that 18 weeks should be the maximum wait from referral to hospital treatment, to be achieved by 2008.

As part of the NHS Institute's design methodology a scoping study into the barriers and opportunities to promote effective commissioning for 18 week pathways was undetaken. This literature review was one component of this scoping study.

The key questions that we were looking to answer from the literature were:
• What was the scope of the earlier waiting time targets and what have been the concerns related to the achievement of these targets?
• How have other waiting time targets been achieved?
• What have been the challenges facing commissioners looking to achieve waiting time targets?
