The National Social Marketing centre website provides information on news and events, as well as case studies, reports, tools, presentations, resources and training materials about social marketing.
Real Accountability
New legislation will come into force next April, which will help the NHS to be more accountable to local people. The NHS duty to report on consultations will require all primary care trusts and strategic health authorities that commission services to explain how they have acted upon feedback from patients and the public. A guide called ‘ Real Accountability
’ has been published to help the NHS get ready for the legislation. It aims to help raise the bar in the way organisations listen and respond to the views of local communities.
Commenting on the guidance, Paul Streets, Director of Patient and Public Experience and Engagement at the Department of Health said: “The evidence is clear, if the NHS listens to patients and acts up what it is told, this can result in new ideas, better value for money and better care. The NHS Constitution makes clear the public’s right to be involved in decisions about the planning and delivery of local services. This new legislation will help the NHS to demonstrate that it is responding to the experiences and views of local people. Some organisations are leading the way in understanding what really matters to the public and using this information to improve services. However, we need to make this approach part of the DNA of the NHS.”

The National Social Marketing Centre Website holds information about support and advice offered as well as case studies. This month they are showcasing a case study from Greenwich PCT on smoking cessation.
Understanding what matters: using patient feedback to transform care
The Department of Health published this guide on 22 May, setting out best practice in terms of collecting, analysing and using patient feedback to transform services. It also includes examples of how the NHS is already using feedback from patients to get results. It is one of a number of tools being produced to help services understand and respond to what really matters to patients and their experiences of care.

National Voices - report on patient involvement in commissioning
The report - Local healthcare commissioning: grassroots involvement?- reveals that many patients feel local healthcare commissioning (LHC), the process intended to ensure health and care services effectively meet the needs of the local population by engaging with patient representatives, is not working effectively. The report makes recommendations in response to its findings. Follow the link above to learn more.
Izwe Engagement Leadership Scheme
The Izwe Leadership Scheme 09 is a unique opportunity to work with some of the world’s leading engagement thinkers and practitioners. And it is an opportunity to pool resources, make a big difference to four organisations and significantly improve participation practice. Izwe is a new social enterprise that reinvests 15% of profit back into the community annually. Izwe has been founded to create a step change in how organisations engage internally and externally.
In 2009 Izwe is looking for four UK based public bodies to work with to support a radical improvement in the engagement performance of each partner organisation, as well as help each partner tackle a specific policy or service delivery challenge they are facing.

Directions on duty to report on consultation
You may be aware that there is likely to be a delay in publishing the Directions for the Duty to Report on Consultation.
Although the first reports are not due before September 2010, the SHAs have agreed with the Department of Health that it would be helpful to provide some information about expected content and requirements so that PCTs have as much notice as possible and are able to start putting in place any arrangements that may be required from April. South Central PCT Alliance WCC programme
In the South Central region there is a programme for world class commissioning, led by the nine PCTs, to build, share and procure on key strategic work streams. The toolkit is a culmination of effort from all the PPI leads in the 9 PCTs with external support and is a product of the South Central PCT Alliance WCC Collaborative Programme: PPI work stream. It is intended to support commissioners in engaging and involving patients and demonstrates how to put into practice; 'Strengthening Accountability'. Real involvement - guidance published
The Department of Health has published guidance particularly relevant to commissioners on section 242(1B) of the NHS Act 2006, the duty to involve and good involvement practice. This document provides statutory guidance for NHS organisations on the updated duty of involvement and advice about the new duty of reporting on consultation and best practice on embedding involvement in organisations.
The NHS Centre for Involvement has produced a guide for commissioners and providers that provides a step by step process to implement an effective system of patient and public involvement in urgent care.
Developing patient and public engagement to support commissioning
The Department of Health is seeking your views on the e-cycle – a way of approaching Patient and Public Engagement (PPE) in World Class Commissioning. The e-cycle is intended to be useful for commissioning organisations, for example, primary care trusts, practice based commissioners and those involved in collaborative commissioning decisions.
The e-cycle model (
